State law requires every city and county to adopt a comprehensive, long-term general plan for the physical development of that jurisdiction. The general plan is the City's blueprint of the future. It expresses community goals and embodies public policy that are the basis for all land use decisions.
The City of La Habra completed a comprehensive update of its General Plan (GP). The last comprehensive update occurred in 1990. The GP update reflects changes in the community's attitudes and approaches to development. The plan works to maintain the integrity of the neighborhood unit, improve the quality of life within the community, and address economic development issues.
Housing Element Update 2021-2029 (NEW!)
La Habra's comprehensive general plan was prepared and adopted in 2014. Due to changes in state law, two of its chapters are being updated - the Housing Element and Community Safety Element.
