George Johnstone was appointed to Police Captain of Services on October 26, 2013. Captain Johnstone began his career with the La Habra Police Department as a Police Officer in May of 1991. He brought with him 18 months of prior experience as a Reserve Officer.
Throughout his law enforcement career, Captain Johnstone has moved up the ranks and has served on patrol, was a selected as a K9 Handler, worked as a detective, range assistant, and was a supervisor for the North County SWAT Team, and the police canine program. He also enrolled and graduated from the Sherman Block Leadership Institute and the Los Angeles Police Department’s West Point Leadership Program.
George’s dedication to service has earned him many accolades, including chief’s commendations from our department and other agencies, a La Habra Police Association Supervisor of the Year Award in 2003, Distinguished Service Awards, and Chief’s Citations.
Captain Johnstone is married with two children. He is a graduate of Cal State San Bernardino with a Bachelor’s degree in vocational education.
Captain of Operations, Jeff Swaim
Jeff Swaim was appointed to Police Captain of Operations on November 15, 2014. Captain Swaim’s interest in law enforcement began in his teens. He joined his father as a volunteer member of La Habra’s REACT/Radio Patrol and then became a member of the La Habra Police Explorer Post. In 1985, he was hired as a Police Cadet. Captain Swaim put himself through the Fullerton College’s Police Reserve Academy and shortly thereafter, Golden West Police Academy. He served as a Reserve Officer until March of 1988, when he was sworn in as full-time Police Officer.
Throughout his law enforcement career, Captain Swaim has moved up the ranks and has worked patrol, was a Field Training Officer, was selected to serve at Sonora High School as one of the department’s first School Resource Officers, worked SIU’s Special Enforcement Detail, served as the General Investigations Unit’s supervisor, and has served as a Watch Commander
He has, over the course of his career, overseen the Chaplain’s program, K-9s and served on several department committees, was responsible for the management of the jail and oversaw the associated contractual employees.
Captain Swaim holds a Bachelor of Science degree in Business Management from the University of Phoenix.
