Establishment of regulations for cannabis operations consistent with MUACRSA

The City of La Habra has established standards for the operation of cannabis distribution facilities within M-1, M-1 (PUD) and PC-I zones (Light Industrial and Planned Commercial Industrial zones). Ordinance No. 1791 was approved by the City Council on April 16, 2018 to repeal Section 18.08.140 "Cultivation of Marijuana Prohibited" of Title 18 Zoning and add Chapter 18.22 "Commercial Cannabis Activity".

With the adoption of Ordinance No. 1791 all distribution facilities will be subject to the review of a Conditional Use Permit, Development Agreement, City Business License and State License (A-License or M-License or both).

All other Marijuana related use and activities not identified in Ordinance No. 1791 are prohibited. 

The City is currently investigating the possibility of allowing other forms of Marijuana related use and activities in the future.  Actions related to this matter will be posted to this site as they occur:

Since there are only four available Cannabis Distribution Facility permits, the City will accept an initial round of applications between June 5 to July 5, 2018.  If more than four applications are received, all submittals will be scored with the four highest applicants invited to proceed to the Development Agreement stage.  All other applicants will be placed on a wait list based on ranking should any Cannabis Distribution Facility permits become available.

If less than four applications are submitted during the initial phase, all other applications would be processed on a first come basis.
